Here in Arizona, these faces next to roadways can sometimes be loose and subject to having rocks fall down on the road.
To keep that from being a problem, they add supporting structures to the face and then coat the face with a product similar to shotcrete, colored to match the surrounding soil. It is very much like the construction of a pool. As you drive past at roadway speeds, you often have to look closely to see if the wall is natural or manufactured.
